On whether AI tools could lower future development costs, Zelnick was direct. He said, “We haven’t seen those costs decline yet.”

The number traces back to the 2023 Rockstar data breach. The hacker responsible, Arion Kurtaj, claimed in leaked messages that “over $2b” had already been spent on the game. He later admitted he had no documentation to support the claim.
That unverified figure spread through online forums and eventually appeared in headlines without the “rumor” label attached. Analysts covering the story for Business Insider place the credible estimate closer to $1 billion to $1.5 billion instead.
