CS2 Players in Germany and Netherlands Can No Longer Purchase Capsules & Souvenir Packages

Counter-Strike 2 players residing in Germany and the Netherlands are no longer able to purchase Capsules and Souvenir packages from the in-game store or the Steam Community Market, as per reports from several sources.

This news comes after the drastic change to the case-opening system in both countries. For the uninitiated, players in the aforementioned countries must now scan a case’s contents using the X-Ray scanner before deciding whether to unlock it with a key. Once a container has been scanned, it disappears from the inventory and can’t be listed in the Steam Market or traded to other players.

While the official patch notes stated that keyless containers, such as Souvenir Packages, can still be opened without scanning them, it appears that players in Germany and the Netherlands are now unable to purchase them.

Alongside Souvenir Packages, players in those regions are unable to purchase tournament Capsules as well, a change that has quickly become a cause of concern within the community. They are still able to receive Capsules via trading, but are prohibited from opening them.

At the time of writing, Valve has not issued an official statement addressing these restrictions, leaving the community uncertain whether this is an intentional change tied to regional regulations or an unintended side effect of the overhaul.

Players speculate that Valve will soon implement a new system for opening tournament Capsules, aligning it with the X-Ray scanner model or introducing an alternative that complies with regional regulations.
