While it is available in the event as a prize, you can only participate in the event if you have played in at least 14 tournaments in the last 180 days. As mentioned before, the Rust Bucket Back Bling cannot be bought with V-Bucks, and unless you have played 14 tournaments in the last 180 days, you can’t get it.
